Partnership Housing for Homeless Veterans

Through various community partnerships and collaboration, Dallas VA Comprehensive Homeless Center has been very instrumental in developing the following housing partnerships that serve homeless veterans:


Dallas Metrocare Efficiency Apartments Supportive Housing Program (E.A.S.H)

Dallas Metrocare Efficiency Apartments Supportive Housing Program (E.A.S.H) is a partnership with the Urban League of Greater Dallas and the VA North Texas Health Care System (VANTHCS) Comprehensive Homeless Center. This program is funded through the Department of Housing and Urban Development (HUD). The goal of our program is to provide clients with rental and utility assistance in order to become working members of society again.  This program provides 27 units of housing for homeless veterans.

While our clients are in the program they will receive services from their assigned case managers.  Case managers will conduct apartment inspections and meet with clients on a weekly basis. 

The basic services that may be provided through E.A.S.H. Program case management are:

  • Money management
  • Household management
  • Welfare and legal advocacy
  • Parenting education
  • Job readiness counseling
  • Job search assistance
  • Enrollment in job training programs
  • Enrollment in educational programs
  • Assistance in obtaining child care
  • Health care referrals and monitoring
  • Mental health care referral and monitoring
  • Intervention in an prevention of family violence
  • Intervention in and prevention of substance abuse
  • Ongoing support in response to special needs

Eligibility criteria:

  • Must meet HUD criteria for chronic homelessness (homeless for one year living on street or in shelter)
  • Must have a documented mental illness and substance abuse diagnoses
  • Must be stable and motivated for case management services
  • This program does not accept families
  • Employed applicants, must meet HUD income limits
  • No sex offenders
  • Must have an honorable military discharge and be eligible for VA services.

The following documentation is required for participation in this program:

  • Letter from referring agency documenting homelessness
  • Picture identification
  • If employed, proof of income

City of Dallas Shelter Plus Care Housing Program

Shelter Plus Care Housing is a HUD funded grant program that is administered by the City of Dallas Environmental and Health Services. In 1995 the City of Dallas Environmental and Health Services and the Dallas VA Comprehensive Homeless Center formed a partnership that would provide 15 units of housing to homeless veterans. This program requires that homeless veterans participate in supportive services through the VA. This is a HUD funded grant. Veteran rent is subsidized. Shelter Plus Care will also assist with rental deposit and application fees.

Eligibility criteria:

  •  Applicants must meet HUD criteria of homelessness.
  •  History of substance abuse and mental illness.
  • Must have 90 days of documented sobriety.
  • Applicants must be employable.
  • Does not accept families.
  • Clients must be motivated for case management services.
  • Does not accept sex offenders.
  • Applicant must successfully complete a rehabilitation program.
  • Must have an honorable discharge and be eligible for VA services.
